The construction organization of Northern Railway consists of two units, The Udhampur -- Srinagar -- Baramulla Rail Link (USBRL) project unit and another unit for all other projects of Northern Railway. Each unit is headed by a Chief Administrative Officer (CAO/C).
Northern Railway Construction Organization undertakes all major construction activities like new line projects, gauge conversion, doubling of existing lines, important bridges, important signal telecommunication and electrical works, construction and major modifications to workshops and sheds, passenger amenities works like foot over bridges, raising of platforms, staff amenities work like construction of staff quarters, auditorium etc. The annual budget allotted to the Organization is upward of Rs. 1500 crores.
Brief History of Office Building of Construction Organization
Built in 1803 on the " Tykhana" of the seventeeth Century the Palace of Ali Mardan Khan, Shahjahan's Senior General and one of the most important " Omrahs" in the Mughal Empire. The building was the residence of the Deputy Resident of Delhi when British first came to Delhi in 1803. Sir William Fraser is said to have stayed in this building. Beyond this stands the second of the original building with its bow-fronted verandah which once faced on to the Yamuna River. The building is fusion of later Victorian and Indo saracenic style, because of alteration done after the damage in 1857.
The construction is in Lakhari bricks in the " Mughal Tykhana " and brick walls plastered in the structure above. The flooring is Terrazo. Water channel had been provided from Yamuna up to "Tykhana" with dead ends for air cooling during summer. Three tunnels originated form " Tykhana".
In view of its upkeep in the background of its historical importance the " Second Prize" of DDA Urban Heritage Award, 1997, under adaptive reuse category was given on 13.07.1998 by Lt. Governor of Delhi.

The Central Bureau of Investigation traces its origin to the Special Police Establishment (SPE) which was set up in 1941 by the Government of India. The functions of the SPE then were to investigate cases of bribery and corruption in transactions with the War & Supply Deptt. Of India during World War II. Superintendence of the S.P.E. was vested with the War Department.
Even after the end of the War, the need for a Central Government agency to investigate cases of bribery and corruption by Central Government employees was felt. The Delhi Special Police Establishment Act was therefore brought into force in 1946.
The DSPE acquired its popular current name, Central Bureau of Investigation (CBI), through a Home Ministry resolution dated 1.4.1963. Initially the offences that were notified by the Central Government related only to corruption by Central Govt. servants. In due course, with the setting up of a large number of public sector undertakings, the employees of these undertakings were also brought under CBI purview. Similarly, with the nationalisation of the banks in 1969, the Public Sector Banks and their employees also came within the ambit of the CBI.

The Cathedral Church was opened to public worship on Sunday, 18 January 1931.
