@CommanderIpod It doesn't reduce damage, it blocks you from taking any damage so long as you are completely covered and in no way can take any hits.

The other helgast on the ride noticed Rico had a light machinegun (which isn't issued by the helgan military). The one guard also saw them sneaking past to the broadcast room. And the guys at the body scan said "That's not right" when looking at the picture results. So it seems like they've noticed Sev and Rico and theyre just being allowed to get in for a trap I suppose. That or the Helgast are on the top of the list for most moronic villains EVER.
