how is it X30 damage? I maxed out sneak with all perks and it only has X15 when im using daggers.... Is there a perk in one handed weapons that makes it go up to X30 ?

What is that black aura that is coming off you?
and how do you perform those throat cut animations?

@jasonoleary1 The black aura is unique armor called Ebony Mail. And to perform the throat cut animations, you just have to sneak behind someone and press your primary attack (Right hand attack). To do it like I do it, you have to have a Sneak perk called Shadow Warrior. What this allows you to do is turn invisible for a second as you go into sneak. In that 1 second window, you can press your primary attack and it will assassinate them even if you're in front of them, but you have to be close. :)
