That's an E-Bow. It's basically an electromagnet that constantly vibrates the string, making it work similar to a bow. It has two modes- a normal mode where it reproduces the note you're playing, and a harmonic mode where it picks up on the nearest harmonic depending on where you hold it, so you can get notes one or two octaves higher than the one you're fretting. I'm using the harmonic mode in this video.

Ebow on bass! Bryan, you warmed my dark 'lil heart with this piece between the Handsonic and the Ebow (does my reaction not explain my "Effects Bass" w/ a Bass Sustainaic and Kahler Bass Whammy concept now?) Another great piece of music with the Ebow and Handsonic used to great use on it!
