Rumsfeld probably knew there would be an insurgency but he did what he did because he knew that the purpose of the war was not 911 retribution or WMD or democracy. The purpose was oil, Israel, and a permanent presence in the region for 20 yrs, not to mention surrounding Iran. The fewer troops going in guaranteed a drawn out campaign. There was no plan for insurgency b/c a plan might have guaranteed an actual "Mission Accomplished" rather than a fake one & a fake one was what Rummy wanted.
