I don't know how much experience you have had with Quakers, but if you want to scratch him, start on his cheek near his beak, this vid shows that he will let you do that. Just brush his feathers against their direction of growth. If he likes it, he will fluff up his head feathers, and possibly put his head down, that means he would like you to scratch his head, and that he may love you for ever. He is a sweet bird. Makes me miss my Charlie.

It tends to be my experience that birds do not like things over their heads, like coming at him from over him or putting your hand higher than him. I may be wrong but, it does seem to be a common trend between a lot of birds.

Budgies or "Parakeets" as they are known in pet stores are true parrots, they are just not always perceived as parrots because of their small size and their low price tag. Budgies are NOT Parakeets.
Parakeets are a sub-group of parrots which include the Quaker and the Ringneck. Long story short, true Parakeets are just Parrots who are distinguished by their long tails.
Quakers are a type of Parakeets AND Parrots, but are NOT budgies "parakeets"

Quakers are my favorite parrots. They're only downside is that they are very territorial and they are a one person bird. But that's not always such a bad thing haha

Yep! Phoenix is potty trained. If we ask him if he has to poop he will shake his head, we will put him on his cage, he will poop and say "good poop, want a seed?" It took awhile for him to learn it but he doesn't really have any accidents. They are awesome pets but very loud
