This is one theory. The island has never been scientifically excavated or catalogued as far north as Cummings Point and the Fort Wagner site. The Fort's location itself is the subject of much controversy. Pit excavations done on the Southern end of the island during the 1980's turned up several skeletons, and the U.S. Army Corps of Engineers and Fort Sumter Park service report bones washing ashore and being uncovered in the dunes during Hurricane Hugo; so Col. Shaw could still remain there.
You are correct Shaw's body was interred with his men on Morris Island. A little known fact is that when the Union Army dug siege trenches up to Fort Wagner they dug through the burial site of many of their dead who were buried in mass graves. The Confederate account from Gen. Hagood states that he buried 800 bodies in the sand in front of Wagner, from all of the regiments engaged. Federal remains were also removed to Charleston in the 1870's and reburied, Shaw was most likely among these.

Some of the cemetery is in Cambridge, but where this video was shot is Watertown.
