The cause of the violence? A raging war between drug cartels over Juarez's key smuggling routes into the US.

When i worked in intell analysis for dept of justice back in the late 90's I asked several DEA agents if there was a war on drugs and they said no, just job security. A war involves armies battling against each other, this is not happening, so by definition there is no war.
