Its this dependence on an all-too-often complex tobacco market thats one of the driving forces behind governments agricultural diversification strategy. Cotton, tea and Sugar have been highlighted as key areas of development. Africas biggest sugar producer, Illovo, has been in Malawi for some 12 years and generates 45% of the groups operating profit from here. It is also the countrys biggest tax payer.
