I work for a company that does some snow removal in Madison. The street itself is a mess, I'll give you that.
BUT, the sidewalk, AND the crosswalk landing (if there is one) is the responsibility of the homeowner. More often than not, they see the mess the plow put across THEIR pedestrian path, and then they refuse to move it.
DO NOT HESITATE to call the city. It's the homeowner's job to clear that. If they're not taking care of it, they can (and should) be fined.
