The Observer's Mistake - key moment on Fringe

This is episode 2x16, "Peter".
On this episode, Walter tells Olivia the real story about Peter. For a long time I assumed that the Observer's mistake was to save Walter and Peter from the lake. But I was wrong. His mistake was to get noticed by Walternate back in 1985, in the lab. If that didn't happen, Peter would live in the other universe, the tissue of both universes wouldn't suffer any damages and everything would be balanced again.

Now the question is... if the Observers are trying to make it right, to bring balance by building a bridge between universes, why did Peter have to disappear? And why is the Observer trying to safe him again?
