You must be referring to the effect he is using on that particular chord at 3:21 and that he turns off just a second later.
If I am not mistaken this is a Ring Modulator.

Krantz's explanation at the beginning puts to shame all derivative approaches to composition. True musical autonomy separates the masters from the rest, and this man is the real deal.
