You must be referring to the effect he is using on that particular chord at 3:21 and that he turns off just a second later.
If I am not mistaken this is a Ring Modulator.

This kind of music should be available not just on a CD but in a bottle or vile. We drink a bit every morning (nectar) and we all grow in some new special way and the world could be a better place...
