This poor little doggy I found shivering in the mall complex by the Embarcadero. Leashed to the bench upon which sat a lone lunchbag. The owner was nowhere to be seen.

I take my dogs shopping with me all the time, and once somebody moved them, and another time I had some lady telling me she thought they were abandoned.
Both have tags, with my phone number, an EMAIL address, and RFID chipped.
The person that moved my dogs is lucky I didn't catch them doing it.
My dogs like to go walking, so I walk them. I bring them to the store, and tie them up outside. They are totally harmless, and people often approach them to pet them and they enjoy the attention.
I suppose you think it's better just to leave them prisoner in the house, and never let them interact with the actual world.
I also bring my dogs to bars, and they tag along to dinner frequently, when the weather is nice. I'm so mean!
No, I'm actually quite paranoid, but my dogs really enjoy being outside, and it's good for them to meet people. My dogs are well known for being very friendly, well adjusted, and nice to people, because I do bring them everywhere, and I'm highly protective of them.
How do you know the owner of this dog wasn't just a 200 feet away?
It could have been abandoned, but what are you going to do? If the dog didn't have a tag, the owner is a moron.
The doggie was leashed to a bench with a lunch-type paper bag on it. It was a plaza area kind of far from any of the shops...a strange place to leave a pet if you're not abandoning it. He (or she) shied away from me when I approaches, so I don't know if there was an identity tag. But I assumed that in a worst case scenario, a security guard would find the dog.
There is a Vietnamese restaurant nearby. (Just kidding.)
