, not necessarily. If windows defender lists some program as unidentified publisher, it is possible that the company is not yet listed in Microsoft's database. But if it is a virus it is bound to be listed as an Unidentified publisher.

download/ install a freewae called CCleaner, then run two menus in it, namely Cleaner and Registry. At the end of this process you will find your problem solved
