I'm kinda dazzled at how he keeps showing up.

The only possible reason, I would think, is that the programmers know he'll say all kindsa wacky shit and cause controversy, and controversy sells tickets/gets rating. Fox does it all the time, and the other cable news channels copy Fox's success.
