It's a licensed DRO, with binding authority.
It may be "scripted" in the sense that the directing staff my prime the parties ahead of time to go in one direction or another, but they absolutely have the authority to take people into custody, or render binding civil verdicts (not criminal verdicts).
And if you're under oath on that show, you're actually under oath, and can goto prison if you lie.

I'm glad this is scripted as joe brown really pisses me off. He's one of those respect your elders people. I could be a crack head and somehow make it to 60, he must be respected then apparently. You earn respect, not get it by becoming old.
