can anybody tell me what's the name of the song that played when the "technical difficulty" appear?

I dont know that name, but it was used in the earlier Simpsons episodes when there were technical difficulties. Example being in Tree House of Horror 3 when Mel bites Krusty and when Kent goes mad and shouts "ITS IN REVALATIONS PEOPLE!!!"
