Cloth bags are far better, and all stores should encourage it by increasing the quality of the plastic bags and charging a small fee for them, perhaps 10 cents, and also provide the cloth tote bags at about a buck each. Naturally people would opt for the cloth bag as it is more economical, practical, and environmentally conscious.
