Actually, it can be started by just one person and move the whole Estadio Azteca (105,000 pp). Its just a matter of doing it and yelling and asking everyone arround to do it. And then try and try again till it goes all around the stadium.
But as joseluisyago said, it only happens when the match is boring enough to pay attention to the ppl and not to the game.
