With Google+ Events, everybody going to the event can share photos to one single photo collection. Photos can be added in real time during the event using Party Mode, or afterwards on the event page or from any album page.

    No, a person who is not on Google+ can accept an invitation and view photos they just can't add their own photos unless they are on Google+.
