James Baker examines the impacts of warming on coral reefs, ocean acidification, the chemistry of the atmosphere and the ocean, and an increase in public awareness of the issues.
(Nov 18, 2008 at Cornell University)
James Baker served as the Undersecretary of Commerce/Administrator of NOAA during the Clinton Administration and presently serves as Director of the Clinton Foundation's Global Carbon Measurement Program.
Satellites don't look at temperatures below the surface.the buoys do.
Hurricane intensity, not frequency is increased by global warming. Warmer ocean water at and near the surface is potential for more powerful hurricanes.

@ 15:30 doesn't NASA have a satellite doing that , NOAA and ESA do and Mercator systems uses dynamic topography information on currents. It is provided by altimeter satellites. The Mercator systems use altimeter data from 3 satellites: Envisat (European Space Agency), GFO (US Navy), Jason-1 (Nasa/Cnes).
* Note, Global Warming Will Do Little To Change Hurricane Activity, According To New Model

The "Space Preservation Act of 2001", that H.R. 2977 ???
HR 2977, introduced by Rep. Kucinich, October 2, 2001. ... H. R. 2977. To preserve the cooperative, peaceful uses of space for the benefit of all humankind.

It would be interesting to know how H. R. 2977 is taken into consideration when approaching the problems faced concerning the global warming and cooling periods.
