from my own experience messing with Ultras in the game, i find that they have significantly higher start-up time than Supers. if a random Ultra occured, i could most likely block/jump.
however in this instance, the Viper carelessly did a burning kick that left her in a situation where she was recovering and could not react to the Ultra.
a random Gouki Ultra without any real thought behind it, would not land. so no, it's not easy to land. overpowered? debatable.

So I apparently sucked at the game when I made that comment, because now whenever I go up against Akuma I just laugh.
I see him doing his Ultra, and I just think, "Ha, free Ultra for meeeeee!" And then he eats Chun's Ultra and it's all rainbows and butterflies and thunder-thigh spin-cycles.

*buzzer* Thanks for the ill informed opinion. When you actually get people who know what they are doing, it becomes harder and harder to use it since it is only useful for punishing terrible mistakes.

gouki's ultra is mad hard to land cause it's easy to dodge.

Don't you know? As soon as a player loses against a move... that move is instantly 'overpowered'. hehehehe.
Seriously, if Akuma's Ultra is so powerful, and so easy to land... I wonder why it isn't Akuma players that are winning every single tournament. Something to think about, no?
I think that C. Viper's neocortex is broken. He did not learn to stop doing random Burning Kicks when akuma had ultra.

I think you should consider that this video was recorded 1 month after arcade release in japan. Playing a viper for about a month is ... well maybe not that perfect. Get the picture?
