This guy is an idiot! This is Brand Park in Glendale, CA. The area he is filming is an old wash. I know this because I've been inside of there many, many times. All the warning signs are so people don't catch the place on fire because the area is very dry and there's a lot of wildlife living there (mountain lions, coyotes, bobcats, etc). Also the wash leads into the ocean, so theres lots of no dumping signs. The cameras are there to keep people out after sunset I've been all through that wash

there is a landfill above brand park and those buildings are for monitoring the soil and water systems underground for contamination. not 100% sure it might be totally different thing.

Also, it's a lousy location for a "concentration camp". You need flat ground to set up tents or buildings and maintain a flat line of site throughout the facility for security reasons. That doesn't exist here.
The concrete spillway, overflow pipe and associated water related construction suggests this place has something to do with controlling flash flooding from mountain runoff.
