I read the lyrics deeper....I think that when he says "I hear you say...", he also says later "all I hear in my mind is", so both of them are struggling with ending the relationship. I don't think deep down they really want to give up and both don't want to be the one to actually say that they want to call it quits. So, love is really "all" they have left to lose, but that is the most important part, and the brilliant part of the lyrics....love is really a decision to work at it.
