If you're referring to the online help docs, it will ship with CATIA V5. there used to be this website
that had it online but it doesn't seem to work anymore.

make sure of this:
goto Tools menu>Options
on the tree select General. Then click on the Help tab page. under technical documentation , browse to the location where you have the help files and select the english folder from there.
- now try hitting F1. it should work.
