although overhead power lines look awful, the laying underground cables is very expensive and time-consuming.

in Singapore, the people and industry pay a very high price for electricity in order to pay for all the underground power cables.

Slums ruining the country? I don't think so. 9 years is a long time....ALOT has changed since then. Seriously, there are not that many powerlines in this video to warrant 'ugly'.
