Act 1 is played as Sonic & Tails.
Act 2 is played as Tails
Act 3 is played as Knuckles & Tails

Not to sound like a douche, but I wish people would test in MESS or MAME Plus or more often. It emulates close enough to crash just like real hardware does.

This hack contains unused levels. It accessible through Pro Action Replay code FFFE10:XXYY (XX is № of the zone (in hex) and YY is number of the act.) Code works with any Sonic game.
