unfortunatley the EX series is not capcom owned so ssf4 will never get Hokuto.
would be lucky if capcom brought akira's licence for these characters.

Hokuto was an awesome character for the Street Fighter universe. But, because she does not belong to Capcom (literally), the company could not bring her out. They'd have to get with Arika in order to do so; therefore, we may or may not see her if she's not wanted as apart of the storyline anymore. I think she'd be a good oponent for Ryu's Satsui no Hado form. lol. Dark Hokuto vs. Evil Ryu was the fight for me in EX plus A.
