    Where are your genetic engineering buddies? What we need are two story house size mussels. They could line the bay and in a couple months you'd be seeing signs of bay improvement. Once the bay was cleaned, you'd have the Big Mussel Barbecue & feed the homeless.

    Of course, the toxins collected by the mussels would have be extracted to make certain that they were safe for human consumption. Or they could be flown or shipped to other areas to provide a neverending water cleaning service.
