What's happening is when you add the vinegar, there is a lot of CO2 formed that stays dissolved in the water. When the electricity is hooked up, the small H2 and O2 bubbles form nucleation sites for CO2 to come out of solution. Like shaking a pop bottle. That's CO2, not H2 and O2 coming off. Eventually the rate will slow down as all the CO2 comes out
