Property crime is rampant in Vancouver.
This morning, while riding past Sears on the 700-block of Howe street, I came upon a sturdy woman wrestling with a scrawny young man on the sidewalk.
"Stop resisting! Stop resisting! You're under arrest!" she hollered while spider-wrestling her suspect to the sidewalk until her partner arrived to assist.
I turned around and caught a few seconds of footage.
The blue bag at :08 is filled with the shoplifter's loot: several pairs of Kalvin Klein boxer shorts.

As for the rationale - if one is required to arrest (or detain) and control someone who has broken a law (committed an indictable offence) or who is being investigated and they pose a risk to the public, to themselves or to the arresting officer, that person should be restrained for the safety and security of all concerned.
Once restrained whether with cuffs, rope, zipties or what-have-you, the health and well-being of the restrained person becomes the responsibility of the arresting officer.
