Velodrome Bike Crash

In the Madison Race, one rider throws his teammate into the race. Other riders are supposed to pass the exchange on the RIGHT. This clip shows what happens when a ride tries to "go low".

the rider was an idiot to advance his position on the apron, DONT EVER DO THAT and if you want to swing off to get out of the race with an exchanging pair of riders in front of you, just go into the grassy infield.  STUPID CRASH

Where did this take place? It was in the paper here in Charlotte NC, that they are trying to build a velodrome south of Charlotte in Rock Hill South Carolina.
