Art is composed expression (it may convey anything subjective). So, I agree that it can be highly representative or completely abstract. The problem with defining art by whether or not if moves you is that you're restricting art to something that "moves," and moves you specifically. I don't think art has to "move," or make you do anything if it doesn't want to. It might make you think. It might bore you. It doesn't have to be pretty or interesting. But if it's composed and expresses, it's art.

@Loreleila Anything composed that expresses is art, yes. Art must be made, and an expression by its nature reveals something of our internal life. Yes, by anyone; why should there be people who cannot create art? And yes, in any context. Come up with one thing composed that expresses something subjective that could not be seen as art. Or one thing not composed or expressive that is art. This comment is art. It's not especially valuable in my opinion, or insightful or graceful, but it is art.
