@runet54 ok first off you just make a txt file call it commandline.txt
in the file put this in
-width 320 -height 200 -refreshrate 60 -novblank -texturequality 0 -renderquality 0 -viewdistance 0 -detailquality 0 -shadowdensity 0 -nomemrestrict -norestrictions -noprecache -safemode -fullscreen
You will have to play with it somewhat to get the best graphics results but with this enabled you can play gta 4 with very high framerates and you just have to adjust the graphics settings.

Look into using command line txt you could boost fps past 35fps with high details
