That would have been very hard due to the breakdown of communications in the city ... the link between agencies, community service organizations, etc. I hope that problem is corrected next time around! And I'll add ... hope there isn't a "next time around" but unfortunately, hurricanes are a risk in a city as low lying as New Orleans ...

Should have evacuated all of his people sooner. Use the school buses (hell he wanted Grayhounds) to get them out. He could have been a superstar, he could have been epic! But he chose not to lead, he chose to seek help from outside, all this a day or two late. He was close, it truly is a fine line from hero to zero. You take care of your own! You step up! You act! You darn sure don't wine and carry on about it.
