Building a headlight modulator using a relay, an automotive headlight flasher, a photoresistor, and a few spare parts. These can be purchased commercially for $75 - $100. I built mine for about $6.

The flasher operates only during daylight hours. Once daylight is removed, the headlight goes back to constant. In this video, an artificial light is applied to simulate daylight, then is removed partway through.
