From 2001 through early 2010, Baker served as mayor of St. Petersburg - Florida's fourth largest city. His strategic plan - Making St. Petersburg Best - led the city through an historic renaissance period. In 2008, Mayor Baker was named America's Mayor/Public Official of the Year by Governing Magazine. A 2011 Newsweek Magazine/The Daily Beast column labeled him "America's greatest mayor of the decade."

Baker practiced law, specializing in business acquisitions. He holds a B.S. in Management, an MBA, and a Juris Doctor (with honors) from FSU where he was Senior Class President. Baker studied comparative law at Oxford University and served as a legal intern at the Florida Supreme Court.

Rick Baker presently serves as Vice President for Public Policy at the University of South Florida. In that capacity he supervises USF's Government Relations and the Innovation Partnerships. Innovation Partnerships is a program that develops partnerships for USF with research and development firms, private businesses, government institutions and agencies, and other education organizations.

Baker is an adjunct fellow of the Manhattan Institute's Center for State and Local Leadership based in New York City; and released his second book "The Seamless City". The book is about city leadership and urban revitalization.
