I thought Tudo Bem means 'how are you'?

So how come the reply is also 'how are you' ?

@xiaocurrypuff think of it like "is it all good?" -- "it's all good!" The "it's" gets dropped in casual speech. The completely correct greeting and response would be" "Tudo está bem?" "Está tudo bem!"
