Yes, they're most likely in industrial zones in SA. And here, Parked is where you almost always find one parked, spawn is where they drive around more. Thanks to g-unleased[ dot ] com

Parked Locations:*Angel Pine Junkyard, San Fierro(Next to Mt. Chilliad)

Spawn Locations:*Doherty, San Fierro *Easter Baisin Docks, San Fierro *Desert

There is also a trainer available which I found some weeks ago that lest you spawn cars of your choice, don't know the name though, google prolly knows.

how do you connect them?

If you got a PC theres a special up/down button, which is by default insert and delete, first you gotta do it up, then go to another car or truck, and do it down with delete, and then up with insert again, it should now be towed.
