How else were we led to believe that 19 'radicalized' muslims, led by a crazy cleric in Tora Bora (using a cell-phone), made the entire CONUS defenses stand down for a period of two hours, flying at will in U.S, airspace, smashing planes into buildings, and also breaking the laws of physics?

In most cases the parts are in symbiotic relationship - no central puppet mater is needed. For example, overstaffed trade unions at FEMA may want to justify an automatic annual salary increase by doing something "useful" - like fabricating a threat, solely by themselves. Tenured professors will lobby for student loans, etc.
