there are several ways to use "up to" as in:
1 : capable of performing or dealing with; I feel up to the task = (meaning I feel capable of doing it)
2 : engaged in; what is he up to? =
(meaning what is he scheming or ploting)
3 : being the responsibility of; it's up to me
meaning we can either go for Japanese or chinese it's up to you = you decide.
these are three ways of using "UP TO" hope I could help :).
