    That's really stupid, and intolerable. Body alteration is a personal choice, an should be left up to the individual. A toddler isn't aware enough to make an informed choice on the matter, and having tattoos will cause him to face job discrimination as he enters the adult world. This definitely qualifies as child abuse.
