It's not a game of "tag". Blows must land with sufficient force or they are not good. We judge our own blows, that is the receiving fighter decides whether or not the blow was sufficient. It is extremely difficult for a spectator, (especially an untrained spectator) to judge whether a blow was sufficient, which is why we rely on the honor of the combatants themselves.
