Any water-resistant paint will do. Oil or plastic based works well, because it repels water enough to float. When you set the paper down, the sticky half-dry paint will cling to the dry paper, and slide off the water.

@SriZme I think any type of paint would work, because I've seen water marbling done with nail paints!
