The dogs were manipulated by the bad guys. These were not house dogs; these were violent dogs. They obstructed a good guy from doing his job, and also took a large bite that went through his armor.

I liked the scene where Batman recants what Rachel told him on the rooftop. That was a man who knew his role, and learned from Rachel.
