    from a engineering stand point.

    You need some 40 speed 18.2V DC brushed motors on Li-poly batteries with a banded CVT stepless transmission coupled with a liquid clutch that'll automatically disengage when the rider "pushes" the board (possibly recharging the batteries at the same time..if your cool) and engage when the forward torque is lost to continue the speed that the rider has already reached. with the CVT transmission you could probably make that thing do 40mph.
