It's from a terrible "horror" movie called Waxwork and the actress is Deborah Foreman. This was probably the best part of the movie.
Plot in a nutshell: Exhibits in a wax museum hypnotize people, they enter the displays which come to life and kill them. When a certain number die, the exhibits will come to life in the real world.
The exhibit scenes were mostly good, the rest of the movie sucked due to the director's juvenile sense of humor.
There was a sequel, more stupid humor, no whipping.

No, her tender, naked back. This scene is quite a bit longer, and very tasty--although her boyfriend saves her, before the Marquis can whip her to death, as the young Prince ordered.

"Waxwork" from 1988. There are several beautiful vignettes, including a Mummy sequence and a Vampire's feast. Most of the movie is just okay, but the individual scenes made up for that, IMHO.
