Of course, it is legal to cross double white lines to pass a cyclist, horse, or road repair vehicle if they are doing <10mph. (Rule 129 in new highway code.) However, you do need to make sure the road is clear.

Makes me cross too, that is really unacceptable overtaking. If he has a head-on collision, I'll bet he tries to blame the cyclist despite it being purely down to his own bad judgement, poor planning, and substandard driving.
