The M stands for Mike (really, I'm not bullshitting here), Norio Wakamoto is the voice actor playing him in Capcom vs SNK series and the mumbling he utters after winning is "Shio kuru te yaru" which roughly means "I'll grant you death"
And as MightyKombat knows, Norio Wakamoto is also the current voice actor of Rugal, much to his despise.

It's "MIke" because in the Japanese version, M. Bison is the boxer from SFII, and he's obviously modeled on Mike Tyson.

I'd have to say you're right since pretty much anything could be concidered as no-lifeness when abused to the point of escapism.
Oh, and I just realized the other day that the "M." in American version stands for "master" as that's what Bison and his subordinates the Dolls refer to him as.
