Yet another controversial tender related to the proposed universal health insurance scheme by the NHIF was being interrogated by the Parliametary Health Committeee. The committee raised questions as to the manner in which the NHIF paid Clinix Healthcare limited over 91 million shillings for 21 facilities that were not in operation at the time the contract was signed in January 2012. Allegations of 49 ghost outlets that benefited from the 202 million shillings allocated to Clinix by NHIF also surfaced. Sally Mbilu reports
